Sin Seok-joo asked Cheon Bong-sam to come to Hangyang, the capital city. Sin Seok-joo told him, "While I can let go of money, honor and even my life, I cannot give up on the Six Licensed Stores" and "the Six Licensed Stores is an exhilarating pleasure, a brilliant honor as well as a heavy burden for me".
Sin Seok-joo then asked Cheon Bong-sam to become the director of the Six Licensed Stores. Cheon Bong-sam refused the offer without any hesitation. He gushed, "The Six Licensed Stores have been keeping the illicit liaison with the power. The mere power of the director position cannot stop the enormous wave".
