Seong-joon was arrested because So-gae reported him to the government office behind his back. While Seong-joon was being transferred to a prison, he saw So-gae.
When Seong-joon saw that 소개 was being praised by the government soldiers, he realized that So-gae set the fire on the drying field and had reported Seong-joon to the government office.
